But the treaty is still

Whatever happens in the tragic and farcical affair Gaddafi, it should be clear that Italy is still bound by the treaty known as "friendship, partnership and cooperation with the Great Socialist People's Libyan Arab Jamahiriya" voted overwhelmingly to the left and right by the Parliament Italian. The vote in support and approval of the treaty was neither easy nor fast, since, beginning with six members who are part of the radical Democratic Party and I are now joined together with Andrea Sarubbi, the opposition has been long and passionate (6200 amendments), has expanded to groups of values and UDC Italy, involved (at least with the declaration of abstention) the Hon.

La Malfa, at that time was still part of the PDL. A long and futile battle because, under the draft, at times illegal and ridiculous moments of the various articles of the Treaty, hid two facts different from those that we were discussing: the directives of business groups that had important interests to protect or to start , and the firm intention of the Northern League to stop by military immigration to Italy.

The Treaty mind since Article 1. Here it is: "The parties, while underlining the common vision of the centrality of the United Nations, shall fulfill in good faith the obligations they have signed, and those arising from the principles and norms of international law universally recognized, both those related to compliance of 'international order ".

Meanwhile, in a tribute Article of the Treaty between the Italian Republic and the great Libyan Jamahiriya, the Libyan government (or Gaddafi) has provided a unique and close the last office of the United Nations working in Tripoli, so that the entire Libya no longer a point of contact for the right to asylum, which many would have been entitled to obtain in Italy.

But the true meaning of the treaty is clearly stated in Article 4: "The Parties shall refrain from any form of direct or indirect interference in the internal or external affairs falling within the jurisdiction of the other, keeping with the spirit of good neighborliness." Follows (paragraph 2 of that article) a requirement that contradicts our sovereignty, our Constitution, treaties and international commitments signed by Italy: "Italy will not use, nor allow the use of their territories in any hostile act against Libya and Libya will not use or permit the use of their territories in any hostile act against Italy.

" In other words, if the treaty is still valid and still in force, Italy can not intervene in the massacres of Libya, nor let the allies use Italian bases or territory to stop the hand of Gaddafi. So the question is still valid, the nefarious and illegal Italy-Libya treaty? It is. To explain this absurd condition, must go back to the way the treaty was debated and voted on by Parliament.

The government had calculated Berlusconi-Bossi good fruit, or rather the spoils of benefits that are expected of this treaty, has not qualified for Italy, but for some people or business groups or parties. The two sides shall cooperate in establishing initiatives to prevent the phenomenon of illegal immigration in the countries of origin of migrants.

" Humanitarian and legal problems arise here that all international organizations have denounced as a violation of fundamental rights. But the project needs a solid point of support that builds with Article 20: "The two parties undertake to develop cooperation in the field of defense between their armed forces, including through specific agreements governing the exchange of missions, and that of military information as well as undertaking joint operations.

We also undertake to facilitate the implementation of a strong and broad industry partnership in the field of defense and military industries, "which means giving secrets to Libya and arms that Italy shares with its NATO allies. If we add to all the objections raised constantly in the courtroom by deputies from the radical and rebellious members of the PD, the total lack of any reference to compensation and the rights of Italians expelled from Libya and arbitrarily deprived of having many years after the end of war and many decades after the sad Italian colonial adventure, we can only wonder how he could have the Democratic Party to vote for such a treaty.

But it was not that there ever was an opportunity or an attempt to offer an explanation in any event the internal life of the PD. The moment I write these lines, which are partly in memory and the painful realization of what is happening these days, while the democratic world is against Gaddafi, Gaddafi and is committed to bombing its people, there is no notice of any request by the Democratic Party, suspension or abolition of the Treaty.

Yet when the vote was already well clear and repeated, the first reason why you could not ratify the treaty, especially in the form of close military cooperation, and joint and army hunt for immigrants, as Libya has never signed international treaties guaranteeing human rights.
