Provided for in the Schengen Agreement?

On 17 April, Paris blocked for several hours rail traffic from Italy, Rome has denounced as a violation of the Schengen Agreement. The Commission agreed with France, which was based on Article 25 of the Schengen border code, fearing disturbances to public order, due to the presence of protesters wanting to accompany the Tunisian immigrants in France.

"We received a letter from the French authorities who tell us that it was a measure of public policy, a very temporary interruption, unique, and now the traffic is normal," said European Commissioner for immigration Cecilia Malmström. "It seems that it does not fall under the rules of the Schengen border control," she added.

Brussels announced just after the Commissioner Cecilia Malmström will make proposals on May 4 in order to "specify the conditions under which it will be possible to temporarily reinstate controls at national borders." One possibility already under Code Schengen, which specifies that only a "serious threat to public order or national security" may "exceptionally" to justify the reintroduction of border control, for a maximum period of thirty days, renewable so that the threat remains.

Today, "it is to say what he can do when a state that is external border of the EU fails to meet its obligations or when he takes unilateral decisions," said a spokesman Commission, Olivier Bailly, other. While stating: "We will not revolutionize anything. This is to help resolve differences of interpretation" on these rules.

A few days earlier, a European source had indicated to that Brussels is already working for several months on a mechanism to "push the Schengen external border" in the case of "failures", including the mass migration. This would also solve the case of Bulgaria, Romania and Cyprus. Le Monde.
