NATO will lead all operations militariL'Italia not give up the role of France

NATO will assume command of all military operations in Libya. The announcement came on a day of great excitement diplomat, with a meeting in Addis Ababa between the African Union and the regime of Muammar Gaddafi to study the possibility to call for elections in the North African country. The Atlantic Alliance has announced that "within a few days" will not only complete control with regard to the no-fly zones, but for all military operations against the objectives of land to ensure compliance with Security Council Resolution 1973 's UN.

"We will ensure the coordination to avoid conflicts with the coalition," said a spokesman, while military leaders have ensured that compliance with the no-fly zones need to be used "dozens of planes, not hundreds." A solution strongly supported by Italy, and that he "absolutely" satisfied with Prime Minister Silvio Berlusconi.

The African Union chairman, Jean Ping, has called for "an immediate ceasefire and the start of a dialogue between the government of Muammar Gaddafi and the Libyan rebels." "The action of the African Union is a major step aimed at facilitating a political dialogue between the parties on the reforms to be undertaken to address the root causes of conflict that is tearing the country," Ping said at the meeting in Addis Ababa.

Ping added that the African Union calls for the establishment of a phase transition leading to democratic elections, arguing that "it is important that we are in agreement on this kind of approach that aims to promote lasting peace in Libya, security and democracy. " An appeal by the end of the hostility was directed to the representatives of these stakeholders.

Libyan leader Muammar Gheddhafi sent a delegation of five members led by President of the Congress of the People, that is, the Libyan Parliament. There was however no representative of the transitional National Council of Libya, which has created no malumeri among the participants at the summit.

A senior African diplomat who declined to give his general said that the rebels have refused to take part in the talks and will retain this position until Gaddafi will not leave power. Today's summit is an attempt by the African Union to play a mediating role in the Libyan crisis. Role that Western diplomats have asked, lamenting "the absence of an African strategy" in recent negotiations in Paris.

From Brussels, where he played the European Council, French President, Nicolas Sarkozy, said that Paris and London are preparing "a political and diplomatic solution" to Libya. The British Foreign Secretary William Hague said that loyalist troops will withdraw from cities under siege, as measured, to provide a credible demonstration of respect the truce.

But Agedabia the rebels warned that they have resumed bombing. For its part, Italy is not absolutely softens its line on the fact that the operation in Libya should be carried out by NATO and especially saying no to a co-ordination 'political' Member of the coalition led by the French. Diplomatic sources report that Rome does not change its position: the only solution is a broad multilateral consensus "that there are no personalities or attitudes" other than the humanitarian mission.

The same sources explained that there is satisfaction on the role that NATO will take over but are excluded a priori any flight forward "from other countries. In the viewfinder, you pointed out, there is France, which insists on 'header' a task that should instead be pursued through multilateral organizations.

This position will be highlighted Tuesday by Foreign Minister Franco Frattini, the conference convened in London. The government also explain the same diplomatic sources, thinks it good to open in Tunisia on the issue of immigration. A key role in this sense has been 'played' by the famous financier Tarak Ben Ammar who is promoting an initiative of the ministers accompanying Italian Maroni and Frattini in a meeting with the Prime Minister of Tunisia.

Turkish Prime Minister Recep Tayyip Erdogan has held "positive" the transition to NATO command of all military operations in Libya, but stressed that his country insists that the Atlantic Alliance working in concert with the Arab League and the European Union "so as to avoid," he warned, "the same mistakes in Afghanistan and Iraq." Erdogan noted with a hint of irony that France is "offside" with regard to developments which took the issue of single command: Ankara had previously criticized the administration tends unilateralistica intervention by the French, and the failure to invite the summit Saturday in Paris has further soured relations between the two countries.

The prime minister turkish then returned to focus on the humanitarian aspects of the operation: "Last night I talked until 2 and half hours with the Libyan Prime Minister Baghdadi Mahmoudi, and I offered humanitarian aid in particular. It 's a theme, "he reiterated," to which Turkey is very sensitive.

Libya will not leave alone, "warned Erdogan, adding that it should nevertheless be maintained" the integrity of 'territorial' of the North African country. The duration of international military intervention there is the cautious optimism of the French army, that the raids will last "weeks, not months." The scheme has however indicated that the raid on Thursday on Tajura have caused 15 deaths among soldiers and civilians and the bodies were shown in the morgue of the hospital to Zaweya Shara.
