Greek Prime Minister Papandreou goes on the offensive: He wants to put Tuesday's cabinet vote of confidence to the debt crisis and to promote a referendum on a new constitution in the autumn. Greek Prime Minister Georgios Papandreou confirmed on Sunday in parliamentary negotiations on a second rescue package in a similar extent as in the previous level of 110 billion €.
