Because the EU can not help Frattini

Minister Frattini has raised its voice for the first time since the outbreak of what now can be called in all respects "civil war" in Libya. Another help would arrive in Article 78 of the Treaty of Lisbon: "If one or more Member States being confronted with an emergency situation characterized by a sudden inflow of nationals of third countries, the Council on a proposal from the Commission, may adopt provisional measures benefit of the State concerned.

" That translated into simple terms means a financial support and a temporary residence permit and to facilitate refugees (1 year renewable term of six months), nothing more. So, to Brussels law can not go beyond financial aid to the state concerned, they can not oblige national governments to accept refugees arrived in another country, because it would be a violation of its sovereignty.

Also, to receive some € is essential for the OK of the other countries represented in the EU Council, where Italy is obliged to assert its full diplomatic weight to hand out other resources. Rome, in fact, already received lavish funding to tackle the immigration within the European Refugee Fund, the management of borders and that for the integration of third-country nationals.

In short, everything is played on diplomacy and the threat of "send immigrants in France and Germany" by Umberto Bossi is not a good start.
