"Chile wants to become the first developed country Latinoamrica"

It happens everywhere. Minister of Foreign Affairs of Chile, Alfredo Moreno, recognizes that it is very common for asking follow him wherever he goes by the chilling case of miners trapped 700 feet deep and rescued last October, to the astonishment of the world Whole glued to the television. Almost is an active foreign policy in Chile.

Moreno (Santiago de Chile, 53) accompanies the President Sebastian Pinera in a three-day trip to Spain where a slogan repeated over and over, who are convinced we can achieve figures of the OECD Development a decade. Question. Given the custom of the Spanish prime minister to postpone travel to Latin America in the last year, will be returning from this visit? Response.

Hopefully. Last year, Spain was the host of the Europe-Latin America, and we are playing in May next year, so we forwarded the invitation to the King and the president will join us, like the rest of the European leaders . P. I ask because it will go before Barack Obama to visit them. Why Chile? R.

He'll be in Brazil, which accounts for 40% of the region in almost any measurement and is very large relative to the rest. The rest chose to Chile, and believe it is very important. Chile is a reliable partner with the United States share many values such as democracy, respect for human rights and a way to develop, with freedom, private enterprise and social concern which I believe is shared and that is expressed with this visit.

P. You traveled to Bolivia. Is this the government that is going to solve the border problem? R. Indeed, I was in Bolivia, where there had been a chancellor of Chile in 60 years. We are fully prepared to facilitate better access for Bolivia to the Pacific, they have free access to Chilean ports since 1904.

But we must also address other issues, such as rivers or railway shares. We have the best forward available. P. But his government believes in the solution or simply maintaining the status quo? R. At least I can say that to try to resolve the problems one has to think of them as possible.

Some are difficult issues that have a rich history, but our intention is to put everything on us to solve them. That's the spirit. It is possible to solve, but it requires political support from the presidents of both countries and elsewhere. People have to understand that no one can get everything you wanted, you need to make efforts, and that goes good.

P. Have the foreign policy priorities with the Government of PiƱera? R. In Chile, foreign policy is a matter of state. We try to be all involved and to work with one voice. That Chile has made very strong on foreign policy. No two opinions on what we do. You can see in the entourage of the president, we come [to Spain] to Congress of all political parties, and we do in all countries where we go.

And countries are not built overnight. This is like a building and the floor we are putting our part. P. The position in South Asia where does that leave Europe? R. Asia has a very high growth. For us, Asia has been very important in recent decades, but that does not change that Europe is the second largest trading partner and investment is the first.

Asia has major investments in Chile. We have a lot of history together, but we can do much more, as Spanish companies are finding they have invested in Chile and South American countries. But apart from that, I think that the Pacific is the ocean of the future, is the sea where they are giving the highest economic growth in Asia Pacific and Latin America.

We are very excited that this breakthrough. We try to make a free trade agreement that includes Asian countries and also those of us, United States, Chile, Peru ... We believe that, with growth rates that are now there, that has a great future. P. With the growth environment, what are your immediate goals? R.

Within four years, ending extreme poverty. Second, having a growth rate that, if we projected to the end of the decade, would make Chile the first developed country in Latin America. We have a per capita income of $ 15,000, the highest in Latin America. We aim to approach the countries that are on the threshold of development, which is $ 22,000.

We believe that with this rate of development we could at the end of the decade to reach these levels. But to do have to make changes, add a better education, advance in technology, with more advanced countries to join us, make a tremendous investment in energy. We aspire to that, to be the first developed country in Latin America.

P. In Spain, the parliamentary left (Izquierda Unida and the Bloque Nacionalista Galego) have complained about the alleged Pinochet spent his ambassador in Madrid. Have you had passed before or in another country? R. For nothing is normal. I understand that, rather than a movement, is something one or two people.

Our ambassador here [Sergio Romero Pizarro] is a very prominent during the democratic period has been democratically elected senator, chairman of the Senate for a long time. We are very satisfied with their work. It is a very important leader of one of the main parties supporting the government.

Anyway, look, we had difficulties in Chile very large throughout our history, as did Spain. We solved if any good, at peace, with lots of civic friendship. We are happy with this transition. This is something very minor and do not know what is born. P. You come from Israel and Palestine, often asked by the story of the miners? R.

Many times. The big news tend to be disasters. This is one of the few big stories that had a happy and positive, and showed the best of human values. It's a great lesson of positive values. There were 70 days when people from different countries and cultures were watching television and feeling the story as their own.

P. Have you come to notice an effect from the standpoint of diplomacy? R. I always notice where we are, with the authorities and people. Even walking down the beach. Happens to me sometimes I see the flag of Chile and people unfamiliar with the country known today because they saw the flag everywhere as the miners, and immediately the reaction is the miners! I believe that, somehow, the story represents certain values and people communicated with these values and with people like the president or the technicians.
