Libya, UN, NATO and the resolution of the majority of refugees

ROME - Strict compliance with the UN resolution through diplomatic and political initiatives appropriate notice of the cease-fire as soon as possible to return to a state of conflict, to NATO command and control of military operations, but also the arms embargo against Libya's action and patrolling the Mediterranean to combat organized crime with the risk of terrorist infiltration.

Again, reactivation, when circumstances make it possible, bilateral agreements, especially those concerning energy, between Italy and Libya, initiatives to protect European businesses unable to honor contracts for sanctions. And finally, involvement of European partners and the Commission to give financial resources also to share the burden of management of landed immigrants and act to Europe should have as soon as a 'single system of asylum' which immediately provides a system of 'burden sharing' aims to redistribute the presence of immigrants among member countries and provide more assistance in the operations of recognition and identification of those who head to the Italian coast.

These are the key points of the resolution on Libya, signed by leaders of the PDL, the League and national cohesion, on which the majority reached the agreement and with which the government undertakes. The resolution on Libya, developed by the majority, remember that the UN document '1973 'has as its main objective the protection of civilians and stresses that "international intervention has become inevitable when the route of the anti-Gaddafi, now forced only in the area of Benghazi, was in danger of turning into a bloody suppression of the rebel factions and punitive action 'house to house' as he had threatened the Rais's son, Saif Gaddafi, and already are reports of violence against the civilian population that the Secretary U.S.

State called 'atrocities' unspeakable. " And then, the resolution continues, "in this context, the Italian participation to international could not miss." Participation "motivated by the mutual loyalty and common basic principles which links Italy with our historical allies committed on the same front, by the respect it has for multilateral fora to which it belongs, on the particular geographical, historical, economic and political who see a primary interest of our country in protecting the stability of the Mediterranean.

" The text continues: "However, there are conditions that must be guaranteed so that the country can live up to its commitments without being jeopardized its national interests." The resolution of the majority then observes that "Italy receives 14% oil and 26% of natural gas it needs from Libya" and that our country is "more vulnerable to retaliation by the Libyan military or terrorist and therefore has a primary interest in not cross the boundaries imposed by the UN resolution justifying the action with the sole criterion of protection of civilian populations.

Any other action that could be interpreted as hostile by the people of Libya - is underlined in the document - and by public opinion in Arab countries, seriously endangered our national security. " Furthermore, "Italy is also the country most exposed to waves of immigration from North African coast that are advertised in size are difficult to predict: a stream, if unchecked, will also have profiles of national security as it is known that among those who may come this might include terrorists from various sources.

" Our country, finally, will be exposed to a "very strong pressure on refugees and asylum seekers in fugadalle areas of war and instability on the southern shore of the Mediterranean."
