Brazil and the OAS faced by the Belo Monte hydroelectric

The construction of the hydroelectric Belo Monte, in the Amazon, destined to be the second largest in the world, was born, during the government of Lula da Silva, in a hail of controversy among environmentalists, indigenous communities and government, and ended up creating a serious crisis between the Organization of American States (OAS) and the government of President Dilma Rousseff.

The OAS, through the Inter-American Commission on Human Rights (IACHR), which is part of Brazil, has formally requested to stop the planned construction of the gigantic hydropower. The Commission argues that "life and personal integrity of indigenous people would be at risk due to the impact of dam construction." Requested at the same time the Brazilian government that indigenous communities have access to the project in an accessible format, including translation into their respective native languages.

" The Brazilian government will have 15 days time to report whether you have reached no determination of the Commission, although it has responded through the Ministry of Foreign Affairs, said in a statement, described the requirements of the OAS to "hasty and unjustifiable "and said that" they are being watched all the social and environmental aspects involved in the project.

" The president Rousseff, he inherited from his predecessor in the presidency huge project of Belo Monte, has felt hurt by the intrusion of the OAS, the first of that organization in a country's economic project, and asked the Foreign Minister Antonio Patriota, to give an answer "to the height, as reported yesterday by the newspaper O Globo.

In the note, Patriot says: "The Brazilian government, without minimizing the importance of the role of the international human rights protection, remember that the nature of such systems is alternative and complementary, which is why his performance only legitimate on the assumption of failure of domestic remedies.

" Harder still was the reaction of Nelson Hubner, president of Electric Energy Agency (Aneel), who commented: "I do not know what the OAS has to do with the problems of grant. It has nothing to do with it and little knowledge about the Brazilian process to give a similar look. All processes were completed with all the rigor that demands our legislation.

" However, it is also true that, against the Belo Monte project, there are 10 ongoing actions of the Brazilian justice promoted by the Public Prosecutor of Pará State, where the construction of hydroelectric power. Indigenous communities were involved in an action in the OAS in November.

Roberta Amanajás According to counsel, which represents social movements linked to the cause, "Indigenous peoples have the right to say whether or not to Belo Monte." Diplomatic analysts argued yesterday about the power of the OAS, the Brazilian legislation and the consequences if desoyera Brazilian government official request Belo Monte, divided between those who think that the Constitution of the country is above the OAS and that believe that, on the contrary, this court is superimposed on the Brazilian Supreme Federal Tribunal.

Anyway, the controversy is served and the president will have to resolve this Rousseff first serious diplomatic crisis and his government. Pulse, say those who know her closely, not short.
