Lebanon, economy and military bases priorities for the U.S. elections 2008

ROME - It is the eve of the 2008 election that the United States subject to the two prime candidates for the list with what I consider to protect their strategic interests. Carefully evaluate the responses of Berlusconi and Veltroni to decide which of the two leaders to support. The eventual victory Veltroni is judged "excellent".

Berlusconi's "more excellent". Italy and the Knights - we are still under the Bush administration - on the other hand the Americans have a clear idea: "The slow economic decline of the country undermines the ability to play a role in the international arena." But the U.S. does not matter, think about their interests.

Must prepare for the arrival of a new government, to work the hips, the two candidates and their colleagues. And because after fifteen years of Berlusconi's Italy influence is increasingly battered, U.S. Ambassador Ronald Spogli has a shopping list of George W. Bush. A dozen points, the bill to get the support of the White House.

Iran, Afghanistan, energy security and Russia, Iraq, Middle East, Lebanon and Syria, military bases, economic competitiveness, external support, cooperation and climate change legislation. Both candidates like, but the preference falls on Berlusconi. It matters little if it is considered (the same Spogli write it a year later) a politician who hurt his country, gives a picture "comical" and embodies the worst comes "inefficient and irresponsible." Its weakness can be exploited to influence it more than others.

The only drawback: the personal relationship with Putin, which undermines the interests of Americans and Europeans. But there are also reviews on Prodi, D'Alema and about Eni. All contained in a cable "secret" - from WikiLeaks, published exclusively by The Republic expressed and anticipated - that Ronald Spogli send to the State Department and the White House.

It's April 11, 2008, antivigilia election. Prodi, D'Alema and Spogli LEBANON talk of Prodi, the outgoing prime minister: "Our relations with his government were good, but the government will announce the next best, maybe much better." Depending on the winner between Veltroni and Berlusconi.

The executive of the professor, adding Spogli, "generally followed policies that we support, but there was the need to comment anti-American allies free to satisfy the extreme left" who have "hindered the government." Prodi and D'Alema, Foreign Minister, are appreciated for being able to convince Europe to intervene in Lebanon with UNIFIL (Summer 2006).

But D'Alema did not like the positions on Israel: "The attitude of pro-Israel Veltroni could be damaged if Massimo D'Alema will still be foreign minister," said Spogli. But if the Knight will win the election, Americans feel a risk to run in Lebanon: "The majority of Berlusconi's party is opposed to the role Italian nell'Unifil having been a project of the center.

Despite the Italian participation has been confirmed by Berlusconi, we will send our best wishes to him personally that Italy would continue its commitment. " Commitment which will then be reduced in 2010 in exchange for reinforcements in Afghanistan. SILVIO, AND VLADIMIR ENI Bush's ambassador to Veltroni and Berlusconi are two horses winning "Both pro-American," he writes, which still need to understand the importance "to avoid damaging rhetorical criticism." "The upcoming elections and the period of formation of the government - said cable in place - will give us the opportunity to push our agenda with renewed vigor." The reason is plain: "If he wins a surprise Veltroni we could make progress on our agenda, we had excellent progress if it were to return to power of Berlusconi." Spogli announces a series of meetings with the future winner of his ministers.

Then report to have seen La Russa (rude but effective), Frattini (with whom we have relationships already established), the Gelmini and Prestigiacomo. Despite being considered the best candidate, Berlusconi worries the Bush administration for its work with Vladimir Putin ("have a personal relationship and a very close friendship," writes Spogli).

A concern that emerges clearly in the "Energy Security and Russia." If Prodi was "reluctant to address many issues concerning the energy dependence on Russia because of" the Americans will be essential to convince the next prime minister to free itself from Russian fields. But Berlusconi disappoint Washington in 2008, I hope Italy will take on "Europe's leadership by supporting the need for an EU energy policy that addresses the problem of dependence on Russia." The Knights will do exactly the opposite, leaning against Moscow Brussels.

Just as it followed the advice to focus on alternative energy sources to become independent from Moscow, limiting betting (for now only in words) on nuclear power, another source recommended by Spogli. Russia on the other hand the U.S. had been warned by Fini (at the time former foreign minister and co-founder of the PDL).

Which, in a confidential interview, inform Spogli "that because of this friendship throughout the Russian policy will be handled personally by Berlusconi." A relationship that will continue to suspicion, so much so that Hillary Clinton will order an investigation to determine whether the relationship between Vladimir and Silvio is based on private interests.

Spogli, however, note that Veltroni would not be able to reverse course with Moscow, despite its expressed desire to do so "in private". In chapter comes into play Russia, Eni. Spogli promises to push the government to use its influence to ensure that "puts an end to its role as a bridgehead for Gazprom in Europe.

That, he adds, "may require a change of leadership" business (never happened). The ambassador announced that Eni will try to convince to "collaborate" in Italian and European projects intended "to reduce dependence" on Russian gas. HARMFUL IN IRAN ITALY Our energy industry is also a star in the chapter Iran.

Spogli remembers "the marginal role in Italy since Berlusconi's last government (other than the international negotiating team) in the management of the Iranian issue. On Iran, he writes Spogli, Italy "could have a harmful role, unless to be involved in decision making. Both with Berlusconi that Veltroni.

However, he notes, "it will be difficult to convince Rome to ignore their own energy interests in Iran. Also because "between energy suppliers chosen by Italy some are ambiguous." KABUL, Afghanistan Spogli AND ECONOMICS For Berlusconi and Veltroni will be "more available" in the Prodi government.

The ambassador announced in Washington have pressed for "a more active approach" of our troops against the insurgents and to obtain their displacement in the most dangerous areas of the country. Results that Berlusconi will take home. Spogli adds: "We express our opposition to the previous procedures that cover the payments for protection and negotiations for the release of hostages." Spogli also announces that it will request an increase in the training of Afghan police, "the field in which the Italians are excellent." Pressures also because Italy does not abandon Iraq's reconstruction.

Other priorities that Spogli will be able to impose a more profitable use of U.S. bases in Italy. The Americans are very worried by the economic decline of Italy. Spogli sets the priorities on which to insist. A number of items that Berlusconi will fail to respect, from increased economic growth (to take "at least the EU average).

Spogli calls for a flexible labor market, less bureaucracy, an efficient judicial system, fighting corruption and organized crime. Points on which Berlusconi has always been committed, but with poor results. Not to mention the U.S. demand to increase funding for university research and technological development.
