Libya: The UN appealed to the International Criminal Court

Eagerly awaited on the subject, the Security Council adopted UN Saturday, February 26 unanimously adopted a resolution imposing an embargo on the sale of arms and related materials to Libya and a travel ban on the ground Member States concerning sixteen people, including Moammar Gadhafi, son and daughter in September and people closely related to the plan.

By this resolution, members of the Security Council send a strong signal whereas "systematic attacks" against the civilian population in Libya is currently in progress "can be characterized as crimes against humanity." The Security Council has decided to transfer to the prosecutor at the International Criminal Court (ICC) "the situation in Libya since February 15" and calls on Libyan authorities to "cooperate fully" with the court.

Council members also demand an immediate end to violence and that measures be taken to meet the legitimate aspirations of the Libyan people. He urged the Libyan authorities to exert "maximum restraint", to "ensure the safety of all foreigners", to "ensure the safe passage of humanitarian and medical supplies" and to "immediately lift all restrictions on all forms media.

" Member States have finally decided to impose an assets freeze on Colonel Qaddafi, four of his son and close to the regime. The project to capture the ICC for crimes against humanity did not yet consensus in the early discussions. Diplomats said China, Russia, South Africa, India, Brazil and Portugal had raised objections.

The use of ICC was more discussed than six states of the Security Council, not least, are not members: the United States, China and Russia. The Libyan ambassador to the UN, former foreign minister of the country, however, had sent a letter Saturday to the Security Council in which he said support the use of the ICC.

The use of ICC contained in resolution has a scope that goes far beyond Libya, said Saturday France's ambassador to the UN, Gerard Araud. "This is a warning to all leaders who might be tempted to use repression against what I called this wind of change and freedom," he told a news briefing.

"The France is the United Kingdom with the only two permanent members (Security Council) to be a party to the ICC. You can imagine that for us it is a great victory for the cause that we defend both, "Has he said. "It is interesting to note that this is the first time the Security Council unanimously appeal to the International Criminal Court", for his part said the U.S.

ambassador to UN Susan Rice. On Friday, UN Secretary General Ban Ki-moon had said it was time for the Council to take "concrete steps" on Libya. "A waste of time means loss of lives," he said.
