Excludes the Czech track Putin in Moscow killing

The terrorist attack in Moscow's Domodedovo airport (the largest in Russia) "is not related to Checia", as stated yesterday the head of the Russian Government, Vladimir Putin, citing provisional data. Putin did not say whether the attack, which killed 35 people, has its origin in other troubled areas of the Russian Caucasus, as indicated by research sources not confirmed officially.

The prime minister listed the measures which he said should be taken in Russia against terrorism. First, he mentioned the need to develop socially and economically the North Caucasus. Then he referred to improving the work of law enforcement agencies, protecting transportation infrastructure and support traditional forms of Islam practiced in Russia.

Putin rejected any dialogue with terrorists. "No country on earth that price would go down this path. And not just a matter of self respect, but because it is international practice for combating terrorism," he said. "As we start to talk with the terrorists, increases aggression and therefore the number of casualties," he said.

"Attempts to talk to extremists and terrorists in the early nineties led us to the first and second Checia war," he added. However, said he was willing to talk with "all political forces that want to regulate the situation" and revealed that he had "held talks at the height of the crisis in Checia" but did not say with whom.

"And I can say with conviction that this dialogue, among other things, enabled us to regulate the situation in the Republic of Checia." Moreover, the head of the Accounting Chamber (responsible for inspection of public accounts), Sergei Stepashin, acknowledged yesterday before the State Duma (lower house of Parliament) who have stayed without spending the 5,800 billion rubles (145 million euros) provided by the state budget of 2010 to create a complex system of transportation security.

"Undoubtedly it is a scandal that no resources are spent for security. Domodedovo has shown," said Stepashin, who announced an investigation on the matter.
