The Italian government approved by decree the country's entry into the municipal fiscal federalism, demanded by the Northern League party, a partner in Silvio Berlusconi's executive, hours after parliament voted against the measure, in a decision that Opposition calls "unprecedented." "It is an outrageous political act: it is not never seen a council of ministers convened urgently to speak out against an election of Parliament." The text, however, must still be ratified by the President of the Republic, Giorgio Napolitano.
The bicameral committee of the Parliament had voted in the morning the decree presented by the Government: the end result was a tie, 15 votes to 15 against, which was a blow to the Executive. Before the setback, the Prime Minister convened a special Cabinet to approve the measure by decree.
The bicameral tie meant, in fact, the first rejection by Parliament to decree promoted by the Northern League as a condition for continuing to support Berlusconi, and although the Village of Liberty was quick to say that the result would not stop the federalist reform, the League demanded an unequivocal yes.
Despite the initial threat, Umberto Bossi, leader of the Northern League, dismissed the legislature to end, giving a respite to Berlusconi, the scandal-ridden parties Arcore. Bossi had backed away on Wednesday after saying that a contrary result would encourage the party to be called for early elections.
Interpretations of the value of the decision of the committee were in any case differ. "The decree has been rejected, but an opinion is advisory only, and the government can safely go ahead with the decree," said Vice President of the Chamber, Antonio Leone, the Village of Liberty. "No election, we go forward," reinforced the president of the bicameral, Enrico La Loggia, also the ruling party.
The Democratic Party, by contrast, said the tie was in fact a double defeat of the Government, as "grave means that both the content of the decree as a political initiative, so most people must draw their conclusions: the government has no the votes to pass and must open federalism government crisis, "said Davide Zoggia, head of the local PD.
For his part, Economy Minister Giulio Tremonti as a champion of reform desired by the Northern League to redistribute federal taxation criteria, reordering public expenditure according to criteria of efficiency and curb what the league called the waste of Southern ruling class, he simply answered "no comment" to reporters.
